Tips for receiving Medicaid reimbursement for infant and early childhood mental health assessment and treatment services

In January of 2007, a Medicaid update was released designating the use of the Diagnostic Classification of Mental Health and Developmental Disorders of Infancy and Early Childhood: Revised (DC: 0-3R) when submitting prior authorizations for both outpatient and in-home mental health services for children under the age of four.

Wisconsin Alliance for Infant Mental Health recommends the crosswalk to ICD-9 billing codes for DC: 0-3R diagnosis found at http://www.wiimh.org/resources/downloads.htm.  The Department of Health and Human Services supports the recommendation for use of this crosswalk. This crosswalk serves as a tool to assist the clinician in assigning the correct diagnostic code required for reimbursement when working with children under the age of four.

When submitting a prior authorization, it is necessary to include a comprehensive assessment that includes a developmental assessment. The developmental assessment may be completed by Part C (Birth to Three) or Part B (Early Childhood Special Education) services or by a private clinician with experience completing developmental assessments for infants and young children. The Mullen Early Learning Scales and the Bayley Scales for Infant Development-III are recommended tools for developmental assessments completed by mental health clinicians.

If you are experiencing claim issues please contact your EDS field representative. It is also our understanding that you may want to contact the company you purchased your software from because rejected claims may be due to glitches in the purchased software system.

Additional resources for Medicaid certified providers can be found on the ForwardHealth website.

For problems associated with prior authorization of Medicaid-covered mental health services for children, contact the Mental Health/Substance Abuse Nurse Consultant in the Division of Healthcare Access and Accountability by phone at (608) 266-5332, or email joellen.crinion@wisconsin.gov.

New Resource

New mothers get digital helper right on their phones

The White House has announced a historic collaboration between industry, the health community and government that makes available a free mobile health service for pregnant women and new mothers giving them useful tips timed to their pregnancy or age of baby. The service is called text4baby, and it is an educational program of the National Healthy Mothers, Healthy Babies Coalition.

Here’s how it works: women who sign up for the service by texting BABY to 511411 (or BEBE for Spanish) receive three free SMS text messages each week timed to their due date or baby’s date of birth. Text4baby messages also connect women to local clinics and support services for prenatal and infant care.
